Every time I try to reformat my hard drive on my laptop it tells me that this hard drive cannot be formatted.... My conclusion is that gateway has some sort of block on it. Is there a way to bypass any of this? What can I do, I hate the vista that it has on it and I want to install my XP SP2? Thanks

Try using a different USB port to connect the external drive you're trying to format. If you're formatting the internal drive of the laptop, try doing it using a Windows installation disc. If that fails as well, you'll need a new drive.
A destructive recovery IS reformatting your hard drive. Re-installing Windows and keeping the old files is the "Non-destructive" route. Remember that you will lose ALL your data if you format but that means the virus will be gone too. Try downloading Avast free antivirus and running a boot-time scan, once that's done download and run MalwareBytes anti-malware, that should clean you up without the need to format.
to format hard drive you either have a utility disk that will let you log into DOS and then run Format command. Or, if you have an operating disk like Windows(?), where you insert it and when it tries to install it will ask you to format hard drive? you allow this to run until it has reformatted hard drive. THis will put your version of Windows on the pc hard drive and have wiped whatever else was on the drive before.
if you just want a wipe of drive take it out of PC chasis and run a magnet all over it. or put it in another pc drive bay and run dos Format command on that drive letter (E:) or whatever letter is assigned to it.

reformatting a drive is a big undertaking, formating the drive will erase everything, including viruses, before you format you need to make sure you have all the discs including the windows disc, driver discs, and a factory restore disc, also you make check the documentation on your system because alot of the gaetway, dell, emachines systems have restore partitions installed on the drive. Also youll need alot of coffee and alot of time, most importantly aside from the windows disc youll need a driver disc for any ethernet or wireless card you have installed. without this you will not have access to the internet most likely and donloading updated drivers is very helpful. This is a time consuming proccess unless there is a restore partition on the harddrive, the documentation will tell you how toaccess it if it exists, if not a restore disc will be nice.
