Two things you can do, make a wrench out of a piece of pipe, about 1/2 or 3/4 inch plastic, cut a slot in it for the wings on the petcock, and turn it. I have one for mine, because I can't tighten it up either, but with the wrench can. Or you can easily replace the petcock with a new one from the hardware store, it is 1/4 iron pipe thread, common size. Check it out, hope this helps.
