Question about Televison & Video
If this is a CRT type television, then your problem resides in the vertical deflection circuit, there are capacitors that go bad or become leaky that causes this problem, i suggest you replace the Vertical output IC also as there is strain on the IC and it will probably fail shortly even after replacing the caps. The reason you cant make out the other half of the picture is the picture is in state of what we tech call foldover, where the picture has folded over itself. This is a common problem with CRT and can be repaired revelatively cheap.

What you will want to do is look through the users manual which we can provide an internet link for if you have misplaced or lost it if you can give us the exact make and model of the television however if you have it on hand what your looking for is the factory defaults reset this will restore all software function to its original setting and if it was a programming issue it should no longer be if you still experience the error after this the tv is going to require a technician but if possible I return the tv if udner warranty or repurchase the tv and return the old one rather than spending the additional money to have a tech look at and repair it
