Sounds like you may have a bad inverter board. This board powers the back light on the lcd panel. This board may be replaceable or the complete panel may need to be replaced. If the panel must be replaced you will be buying a new tv. Very expensive part. If the inverter is available seperatelly then it may be worth repairing. You should contact a Sony ASC for an estimate. SOURCE: Toshiba 32A32 won't turn on
just fixed one with that problem it was the vertical output ic Q301
that was shorted. try wicking it out. it is a LA7833S.

It appears in all cases that the power supply needs to be service. The blinking light might indicate that there are shorted parts or the voltage is low or a combination of both.
The solution at this point would be to get the power supply repair since new boards are not longer being manufactured. In about 95% of the time if the LCD doesn't power up or turns OFF by itself or need to be unplug for some time to make work again; those are the symptoms of a dying or defective power supply.

On my GE Tv/VCR Combo I had a similar problem. Try holding down the Power button on the remote for at least 7 seconds. This disengages the parental controls. I found this solution on another website after my tv stopped working after my 20 month old played with the remote for a while. This solution was not in manual. I am assuming that he held down the power button for 7 seconds to engage the parental control. Hope this helps!
