SOURCE: Ryobi ry60514 tines won't turn
there are shear bolts that hold the tines on. they are designed to snap when u hit something big such as a big rock or pipe or something like that. they are designed to snap at so much pounds of pressure so u dont break any gears or gearshafts. a lot of times people dont realize this and put regular screws or bolts in it and run it. when they hit something they ussually snap the gearshaft inside the tiller. i have replaced this on my fathers tiller cause he did the same thing. so either u might need to put new shear bolts in or if u had a regular bolt in u probably snapped a gear shaft or a gear.

screw in lightly till seated then back out 1 turn each. low is for idling and turn in or out for best idle then run full throttle and do the same for it, get highest rpm then turn out 1/8 more on the high jet.

SOURCE: gas lines on ryobi cultivator
Did you replace the gasket (item 15 on the linked document) when replacing tank and lines, if you didn't and the old one has been torn it could be sucking in air, also the 4 carb mount screws need to be of equal tightness
