You need to use a startup rescue or repair disk or Windows Installation disk.

Hi, The suggestion is to perform Automatic Repair using Windows 10 installation media. Drivers, conflicts with other programs, malware, and memory can all cause startup problems. Automatic repair can detect and fix problems that prevent your PC from starting.
If you don't have an installation media. please download and create an installation media of Windows 10 from the below link.
Download Windows 10
Refer to the steps below to perform an Automatic Repair:
Insert the installation USB media and boot Windows Technical Preview from it.
In the 'Windows setup' page select the 'language to install', 'Time and currency format' and the 'keyboard or input method' and click on 'next'.
Click on 'Repair your computer' and select 'Troubleshoot'.
Select 'Automatic Repair' and select the operating system.
You will then see a blue screen and an option to choose. Choose the option Troubleshoot and select advanced options.
You may choose Automatic Repair from Advanced boot option.
Follow the instructions.

2. What is the complete error message?
3. What is the make model of the computer?
Generally, this issue occurs if there is any corrupted file.
You may follow the below given methods and check if it fixes the issue.
If you are not able to boot to the desktop, you may perform Automatic repair from DVD and check if it helps.
Method1: I would suggest you to remove all the external devices connected to the computer (except mouse and keyboard) and perform an Automatic repair using Windows 8 bootable DVD or USB drive.
Follow these steps to perform Automatic repair
a) Insert the installation DVD or USB and boot Windows 8 from it.
b) In the 'Windows setup' page select the 'language to install', 'Time and currency format' and the 'keyboard or input method' and click on 'next'.
c) Click on 'Repair your computer' and select 'Troubleshoot'.
d) Click on 'Advanced options' and select 'Automatic Repair' and select the operating system.

Method2: I would recommend you to perform system restore from the disc and boot to the desktop

Perform system restore to previous working date.
a. Boot from the Windows 8 DVD.
b. Once you get the welcome screen of installation with the option "Install now"
c. Click on Repair your computer
d. On the next page click on Advanced Options
e. Select System Restore and check if you can start the computer.
System Restore disclaimer: When you use System Restore to restore the computer to a previous state, programs and updates that you installed are removed.

You need to reinstall windows. Start up windows and press the F8 while it starts. You will see "repair my computer" option. Choose this, and that should sort you out

Did you try starting the computer in Safe mode? When you press the start button press F8 or F1 before the operating system starts it will ask you if you want to start the computer in safe mode choose that and see if it starts. If it starts run msconfig and try to repair windows in safe mode. If that fails take it to a computer store and they will repair the windows operating system. Good luck.

this is a commom issue with windows 8 on HPs. turn off your automatic updates then contact windows. the updates usually gets to 13% and then freezes.

Toshiba laptop restarting

The loop on your Toshiba Satellite laptop refers to the computer not booting properly.

During the loop, the computer will try to boot the Windows operating system and keep restarting over and over again.

You can try to Repair your Windows using the Windows installation CD (for Repair choose R when prompted). You can let the automatic repair to try and fix it, if that doesn't work upon restart reboot and start the Repair again, but this time select Command Prompt or Console and put in "bootrec /rebuildbcd" without the quotes. If you don't have Windows installation CD you can try downloading Hiren's Boot CD and try to fix the bootmgr with the utilities from the disc:
