Grasp the round top part that sticks up and turn it counterclock wise. It will screw off. Inside the part that is left will be a large brass screw. Turn it counterclockwise and it will come out of the drain. Normally what has happened is soap scum and hair have built up and the pop up spring is sticking. Clean the whole assembly in hot soapy water and a sponge or brush. Put it all back together and it should work smoothly
