Most digital cameras don't have internal memory reserved for other than system use. When you turn it on, does it says "no memory" or "no memory card" or "no memory card detected" or "please insert memory card"? Anything like that? That would most probably mean that you need to have a memory card for using it. If it doesn't, check the settings, see if there's an option to select what memory to use? If there's no such option, then you definitely need a memory card. I hope that helped a bit!
