1. Try blowing the dust on the motherboard, if any hard dust is present, use soft brush to clear it.
2. Again remove the Heatsink on the processor, completely clear the compound using soft cloth, There should not be any hard particles or dust left, apply heat sink compound on both the heat sink side and on the processor, put back the heat sink and fan.
3. Check whether the power button on the cabinet is not struck and functioning if possible try to replace the button.
4. Blow the dust even from SMPS or try with another if handy.
