Check whether it is blocked by your administrator or any parental control software like Cyberoids Web Blocker(http://cyberoids.co.nr) is installed or any browser plugins like WOT(Parental Control Plugins) is installed.
If yes, use proxy sites like http://www.tntproxy.com/ to browser those websites.
If no, go to C:\Windows\System32\drivers\etc\hosts
and open it with notepad. Check if facebook is listed in the file and if yes delete it and save the file. You can now access any website.
