During the start up (before the windows start up) press F2 (or del) key to get to the bios settings. Locate the boot order section. Change the sequence as you wish.

How do I get the BIOS to recognize my CD Rom Drive? The drive works fine playing movies etc.

Start the computer and when the very first screen comes up which says usually 'f2 or delete to bios' or something like that, press it.
In BIOS there is a section which says the boot sequence. Go to this and change it to the CD/DVD drive to load first. If it doesn't, it will try and load from the drive first and you will not be able to boot from the CD.

Is this a recent occurance? Try a System restore. Have you done ANY Driver updates? Any updates at all? Added any hardware? When you boot to safe mode it only loads minimal drivers.

I have a Del dimension E520 desktop PC. I recently compressed the C drive and since then I have not been able to boot to windows. keep getting the message BOOTMGR is compressed....Press Ctrl-Alt-Del to...

The problem is that the part of the disk that your computer boots from is compressed [since you compressed the entire HDD] and the computer cannot access the files that it needs to in order to boot correctly.

I went to turn on my Dell Dimension E520 and I get a black scean with a (-) curser. Why? I had unplugged the hard drive and replugged it and it worked alony to have the problem to come back.

Sounds like you have a damaged Windows or even a hardware failure. It can also be a result of changing to the wrong partition of your hard disk. This means that for example- C: driver and D: got mixed.

Turning off and on won't do much good, so I would suggest you to enter the CMOS mode, which is responsible for a correct upload of the computer when you turn it on. As soon as you restart the computer, press on del key on your keyboard. This should open your CMOS. If not, try F12 or F2.
Then you have to find something that's called "Boot sequence". You can write here what kind of options you have, and I will guide you further.
Please note that this procedure requires some knowledge and experience.
