Hey Papa53, Often with digital camera repairs the cost of the repair exceeds the value of the camera, but it is at least worth getting looked at and having an estimate done on the repair. This is a common problem with these camera's. This is either faulty screen or a problem with CCD sensor.In both situations,repair is never recommended as buying a new camera would be cost effective as compared to getting this camera repaired. Try to look at previously saved video's or images, if you still see horizontal lines, it would confirm faulty screen unless if the saved video's or images are fine, and this happens only when you try to click a picture, this would confirm faulty CCD sensor.
Only you can make the executive decision if it would be worthwhile to fix the onboard flash.
You can send the camera into Canon and get an estimate on how much it would cost for the repair.

You have a couple choices. Replace the LCD screen with a new or used one. Replace the camera, and sell this one on a site such as Ebay for parts, as is or repair. Repairing this camera may not be worth the cost of repairs, if you do not know how to do it or have the know how.
