You problem could be or probably is with the regulator...not enough gas pressure...

My first question would be, do you know if the cooling fan is coming on ? ?
The computer can shut down the engine if it reaches 250 or 260 degrees. You could also have a coil or other electrical part that is failing when hot.

either its the oven sensor rod located at the top of the ovens cavity,or your bake element could be getting a hot spot which is when it gets a discolored spot in the element and can no longer pass sufficient current to heat the oven past 250 degrees

If you have learned about the trigonometric ratios (sine, cosine and tangent) you can use the tangent of the angle.
Let your run be to the right ( along the positive x-axis) and the rise be upwards along the positive y-axis. The tangent of the angle is
tan (theta)=rise/run=7.5/12
If the calculator is set with angle unit in degrees, the angle is obtained as the arc tangent of the (rise/run) value.

theta= arctan(7.5/12)=32.00538321 or about 32 degrees.

The arctan is the inverse of tan. To access it on the calculator press [2nd F][tan]

Hi: Last week, a contractor installed the above-mentioned new 16 seer heat pump, an air handler and a heat kit. Our house has 3 levels, each about 800 square fit. Initially the house would not heat above...

That is worrysome about putting refrigerant in hap hazzardly... There is a math style process involving pressures and temperatures in two locations that dictate how much ref. goes in. Anything else shows clueless installer. Too much or too little ref. will not work correctly.

Heat pumps do not work below about 33 degrees outside temp. Above that them, aux heat should not be coming on...

You would need to verify that the system you have is rated for the space that you are trying to heat...

Heat pumps heat more slowly than gas or electric, so using set back thermostat is not recommended. True economy comes from maintaining constant temprature. System has to work to hard to raise the temprature, and eats up savings in efficiency by allowing temp set back.
