Here are the steps to reboot your dell desktop.
1.Make copies of all things on your PC you want to save, such as photos, documents and other installed programs. Resetting your PC to factory settings will erase all data on the hard drive. It will erase anything that you installed on your computer after you received it.

2. Restart your computer.

3.As the computer is turning on, you will see a blue bar that says "Dell.com" across the top of your monitor. At this time, press the Ctrl and F11 keys simultaneously. If you wait too long, you will miss the opportunity to do this and will have to restart your computer again.

4.Click the "Restore" option when the next screen appears.

5.Click "Confirm." The PC will begin its resetting process. This process takes approximately 10 minutes.

6.Click "Finish" when the process is complete. Allow the PC to restart itself. Do not restart it yourself since it needs to run through its boot program.

7.Click "Yes" to allow the computer to restart. When it does, it will be at original settings, and you will see the "End User License Agreement" screen. Click "Next." The System Restore screen will appear, and the computer will do another restart.

8.Once it does another restart, click "OK." You have now reset your Dell desktop to factory settings.

Thanks.
Have a great day.

Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
goodluck!

I dont know how too reboot my dell dimension E521?

Dell seem to not make a lot of computers with reboot/reset button. If Windows is already running, you can turn it off or reboot it from the start menu. What you can also do is to hold down the power button for at least 5 seconds. Usually it will turn it off itself if you hold it for long enough.

When I plug in ANY usb device, the computer freezes

Disconnect all external devices except the keyboard, monitor, mouse and network.

download a bios update from the dell support site. Update the bios, allow it to reboot. After you reboot, go back to the dell support site and download the latest chipset drivers for your system.

After you reboot one last time, that should do the trick.
