Exactly same problem as other user. Tried the reset trick last fall and it worked then. However now response from remote is spasmodic. Would like to knowhow to get factory service manual so as to find out if IR is a separate board which can be replaced or if we just have to live with manual controls.
Just found this bit of info on a CZ36T31 elsewhere and am posting it in case it helps...

Unfortunately there is nothing you can do in a situation like that. The fact of the matter is, cable remotes can't control all makes and models of televisions. If you've tried all RCA codes for the Dish remote and you've tried that feature that makes the Dish remote scan for all codes and it still won't work on your TV, there are no other tricks left.
If you call Dish tech support, they may have a newer remote that has more codes than the one you currently have.

If your DirecTV remote is in SAT mode and the power button isn't turning the receiver on and off, you will likely need a new remote. There isn't suppose to be any trick to getting the power button on a remote to work. However, only DirecTV tech support can confirm this. I would give them a call right away.
The sensor for these Panasonic tvs along with certain Toshiba models tend to have the problem with the sets sensor going out. But if you are using a universal remote because you do not have the original, then most likely you will need to use the vcr control codes to program the tv. but if the original doesnt work either. your insticts are probably right. There is one last trick if you do have the original remote that u can try. I've had this work for me several times on service calls. With the batteries removed. Press every single button on the remote once. make sure you do this nice and slow making sure you are pressing the button down . if its a toggle button or rocker button like most volume or channel up down buttons(meanning that physically the is one button but depending on what part of button you press it does something differemt) well treat these as seperate buttons. Also if the remote has any switches on it. Like vcr/tv switch or vcr 1 vcr 2 etc. Then switch to other position and repeat the process of pressing all buttons once again. (remote does not have too be pointed at tv for obvious reasons) Now replace the batteries and have fingers crossed. Good luck.

Resetting Your Password
Press VOL+ on the remote and the
CHANNEL + on the front of the TV at
the same time. Enter New Pwd. will
appear on the screen. (You must be in the
Enter Password screen when attempting
Press the number buttons to enter a
four-digit code. The code will appear on
the screen as you enter it.
Press OK to save the code.
Press MENU repeatedly to exit the
menu or the menu will automatically
disappear within a few seconds if no
buttons are pressed on the remote
You can also leave the TV unplugged for 4 hrs and do a hard reset.

Remote problem could arise from either tv or remote. First check your universal remote on some other tv and if it is okay your tv's infrared sensor has stopped working. You can get it from the local component shops, take the existing sensor with you. This problem could be from the micro processor in rare cases. Best of luck.
Check whether the remote control is working properly or not by using remote checker. Even if it is the universal remote control you have to set the code for the particular model. Otherwise it will not work.
You can try pressing menu 2470 on the remote this will bring up a menu that says intialize. High light intialize and press enter. your tv will cut off, reboot and work as it did from the factory. Any personal prefrences that you had, color, input names, auto program,and locks should be reset. Hope this helps
