Reboot the computer in safe mode by pressig F8 at restart . Select safe mode with networking . select admin account , usually It dont have any password in safe mode.
Then go to control panel----->user accounts , and reset password for your account.....
The original problem of turning off and on randomly could have been caused by a loose switch or contact in the front panel, or something similar like a short in the control circuitry. This might have also caused random features to become activated in the TV's menus; like the v-chip lockout feature, which is what you're describing now.
I'm unable to find an online user's manual to see if there's a way to reset the v-chip lockout. Try a default password like 0000 or 1234, and if that doesn't work, see if you can find the user's manual (hopefully you kept it!) and look for instructions there on how to reset the v-chip feature or what the default password is.
