Just pick up an old used VCR that has a tuner built in. Only the very new ones don't have them (due to the DTV switch coming up in February).

Go to RCA web site, find support or download or alike. If you can find the exact model, download one or two similar then read those similar features. Try and error. that's how I got my RP5017 work

I do alot of repair work on older cassette decks & vcrs,Go to this link...
www.studiosoundelectronics.com/cassette.htm#BELT & they will have what your looking for.When you measure the belt per site instructions,make sure you allow for belt stretch(order shorter then what you have) Good luck..
