Yes - turn off the cold water valve - and remove the hose at the machine. There is an inlet screen here that gets clogged with sediment.

Thanks!!

Yes there is a screen or 2.
Turn off the cold water supply.
Remove the cold water hose from the faucet and the machine.
There is a screen in the water valve that must be removed with a straightened paper clip and cleaned.
There may be screens in the hose too.
Some have them,some don't.

I will need a model number from the washer to be more specific.
    All washers are created different.

Water wont stop filling up

If water keeps filling or dribbling into the machine with the power off it's the water inlet solenoid. If it overfills only during the cycle then it is the pressure switch or pressure switch tube.

Not getting enough water during rinse cycle

In the rinse cycle it will use cold only to rinse with.
You need to see how fast the water is going into the machine on rinse
Things that can effect slow fill, low water pressure, Faulty cold valve

My Whirlpool Front Load washing machine "sings" during addition of water during some portions of the cycle. In other words, when adding water to the machine, a high-pitched sound is produced...

The chances are that this is one of the rubbers in the inley valve vibrating at a high frequency as water rushes past it. Usually the result of high water pressure, though occasionally low pressure (But I would expect you to describe that as a low humm, so lets presume the pressure is a bit high).

Your machine may be cold fill only or hot AND cold fill. The chances are highest that the COLD feed is the issue (Hot water is usually at a lower pressure) so start there.
Try reducing the pressure to the feed, if you have no specific way of doing this, then simply go to the isolator valve where the feed pipe to the machine meets the plumbing and slowly turn it off. as you turn the lever on the valve, the noise will probably reduce long before you have actually isolated the water supply completely. Leave the isolator valve lever in that position.

My washer will not fill with water or do any functions when i turn the dial

My Hoover 7700l ...on "fill" cycle, the water dribbles in. Takes hours to fill so we use buckets to reach the required level.

Tried: Swapping cold and hot water inlet hoses, making sure that dial is in "hot". This solved the problem for filling, BUT when "rinse cycle appoars, it's back to the dribble again.

any ideas?

Kenmore washing machine does't fill with water only dribbles

Try disconnecting the hoses from the rear of the machine and see if the screen filters are clogged up and also make sure that their is plenty of preasure and volume of water when you turn on the hoses unhooked directed into ther drain. This is likely your problem as it is unlikely both the hot and cold fill valves went or bad out at the same time.
