errr.....No, no it does not. The Manual says that "unable to clean" means one of two things..... 1. The MFC has a mechanical problem.-OR-2. A foreign obstacle, such as a clip or ripped paper, is in the MFC. but regardless, I don't believe it *IS* a 'cleaning' problem per se.Try resetting the power purge counter.
Remove the printer cartridge and check for any jams. If you don't see any large pieces of paper jammed in the printer, they may be smaller pieces so take care to notice anything small that shouldn't be there.
Place the cartridge back into the printer.
You may also want to unplug the power, wait a moment and plug it back in to clear the error and see if the issue corrects itself.
Section 11-4 (page 123 of 200) refers to multiple error messages that will halt printing (including "unable to clean"). There are also a few pages following (to section 11-8, page 127 of 200) that give detailed illustrations of how to remove jammed items etc. from the unit.
In the end, the "cause" according to the manual is:

... if there is paper jammed, you have a shot at fixing it yourself!
When trying to use your Brother machine you get the message "Unable to _____". The blank may be the word Change, Print, Scan or Clean and these words may vary from model to model. This message is a general message and will appear for different reasons. It often indicates a paper jam or a mechanical issue. Complete the following to determine the possible issue. Check for foreign objects, such as a clip or ripped paper, inside the machine. Open the scanner cover by pulling up on the lower right corner of the cover. Look inside the machine and remove any foreign objects. If you see jammed paper or another item inside this area, gently pull it out and then close the scanner cover securely.
Then with the power on, pull the plug from the wall for several minutes. The plug it in and power the unit up.
