With xp and vista, it's an option in the programs listing..File Transfer wizard..follow those instructions

When you say it will not start, do you mean it will not boot? It will power up, right? Does it have a Factory Recovery Partition? If not, it going to be tough. I can't find a Recovery procedure. You could consider a CD/DVD rom replacement. OR, at boot, try different F-Keys, say F-11, F-8 and so on. Your machine is a bit light on support. Take a look here:

I got an old laptop and I bought a new toshiba laptop I just wanna ask how do I transfer my application and files from my old laptop to a new one using external hardrive,also wat external hardrive,and also...

You can transfer the data files only from the old laptop to the new one. You cannot transfer the installed applications/software. Software are required to installed again on the new laptop afresh.
To transfer the data you can use external portable hard disk, which can be connected to the PC using any USB port (just like pen drive) and you can copy - paste the required data to the external disk just like you copy data from one partition to another. After copying the required data, you can connect the external drive to new laptop and copy the data to the new laptop. You can use external drive of any brand/ capacity. However, it is better to have an external drive with larger capacity, so that you can transfer the data in one go.

Need to reinstall origional programs

If you do not have the original disks and each system has usb ports, obtain a usb to usb cable and the old system should appear as an additional hard drive on the new system where you can simply drag and drop content from one system to another.

Do not transfer the system files to your new system, only the program and data files.

How do I transfer/move the contents of a 70 gb hd to a larger hd without reinstalling the programs?

Macrium Reflect is one method, it can "clone" your hard drive to another hard drive without having to re-install any of your programs.

and best of all it is free!!!

Transfer files

You need to get a usb "linking cable", this cable has a standard usb on both ends and comes with software. Just plug it in to both laptops and run the software to start transferring files. These cables usually cost 20-30 dollars and can be picked up at most electronic or computer stores.

Data transfer

What I suggest you do is use the file transfer wizaed that is built n in WinXP OS's. From you old Dell go to start>Accs>System tools> file and Transfer wizard.....follow the prompts and save the file to your desktop. After the coolection and creation of the UMT2 folder copy it to a flash drive or use a cross cable between your old and new laptop and share the folder in th network s you can access it directly from your new laptop. Copy he whole folder to the desktop of your new Laptop. Run the same wizard on your new laptop.

Hardly, the new motherboard costs 300-1500 usd.

and then it has to fit your laptop. No this is very hard, id recommend a new laptop, you can transfer your files and everything from the old pc to the new laptop.

and then you can go ahead and sell the old laptop.
