Empire Earth is not supported on Windows 8, . You will need to manually edit the registry. You need to open "Run" (can do it by pressing the "Start" keyboard key and then "R"), type "regedit" and then click "Ok".
Navigate to "HKEY_CURRENT_USER\Software\SSSI\Empire Earth\Wait for VSync" and change it to "0" (do this by double clicking the entry).
Then navigate to "HKEY_CURRENT_USER\Software\SSSI\Empire Earth\Rasterizer Name" and change it to "Direct3D Hardware TnL" (similar to how you did with VSync).
If compatibility mode doesn't work, the game is probably too old to be played on windows 7. You could use an emulation software to run an older windows version and play the game. Otherwise, Space Empires 2 being such an old game won't run on Windows 7. Sorry!

2. Right click on the program and go Properties -> Compatibility and try running it in XP copmpatibility mode
First of all I would suggest trying to update your game by going here. Download the English version (if this is the language you need) and start updating your game. After it is done, I would suggest restarting your computer and running the game again.
If this does not work you can try another option. You will need to change the compatibility options:
First of all, locate the executable or installer (if you are installing the game)
Right click the exe or installer and click "Properties"
Select the "Compatibility" tab
The check off the checkbox for "Run this program in compatibility mode for..." and select "Windows Vista." (If this does not work, you could try Windows XP)
You are using Windows 7. Do not execute from autorun. Right click on the CD, then chose Explore ==> find "setup.exe" then right click on it ==> go to proprieties ==>then select compatibility mode for windows xp service pack 3 or xp only, then you should be able to select run as administrator. Close the windows and double click on "setup.exe"
wondering what memory do you need to play game as some games need more than 512mb and if you havent got space on computer it wont load properly.empire earth 3 did the same for me,i had enough gb to load and install but it would play as it had and old graphics chip which didnt support the game.

DO not worry i have vista but it works for me. you may need more R.A.M or free space or if your not an administrator ask the administrator to allow empire earth AOC cos i had that prob but i fixed it.
