Check inside and outside coils for cleaning with coil cleaner spray
Check capacitor(remove and take to appliance parts dealer. They will checkit)

I have found my outdoor unit would do that same thing and found that the unit has a low freon safety switch that won't allow the unit to stay on if its low on freon and it was doing its job to protect me from burning up the compressor . Always clean units at least once a year and have your unit checked for freon and or leaks . The storm may have been a coincidence and may have had nothing to do with the unit cycling on and off at all . Just a thought .
