Question about Kenmore 73089 Air Conditioner
Sounds like a short in the wire. Not sure if that board powers off high or low voltage but I would say you definitely have a short. You need to replace the supply voltage wire.

SOURCE: thermal fuse keeps blowing
You see the other switches next to the thermal fuse? you need to change these too if you have a problem with the themal fuse blowing out repeatedly.

SOURCE: dryer not hot
Tht means that the element is not heating on.
You need to call a technician to test the element, the thermic sensor, and the control assembly.
The most likely is a defective heating element, that must be replaced.

SOURCE: fuse blowing
Your exhaust vent is blocked.
Timed dry is High heat.
Permanent press is a medium heat and intermittent.
The dryer does not get as hot as often in Permanent press mode. Therefore the fuse does not reach critacal and blow.
Remove the vent at the rear of the dryer and run a timed load.
If it dries correctly, repair your vent blockage.
If not, repost and I will lead you to the next step.
