Put brand new lexmark 28 cartridge just 4 days ago. Maybe used 10 times. Computer says ink is low and won't print anymore. However, can still make copies.

It could be just a slight communication failure between your cartridges and the printer. Try to re-seat the cartridges by removing and re-inserting them into the cartridge carrier.
I hope this helps.

Print outs are blank, cartridges are fairly new, indicator shows there is ink almost a full cartridge! why doesn't any think print out?

The ink-jets that s[t]uck ink from the cartridges and spray the ink onto the paper are CLOGGED.

Use the printer-software on your computer to run a few "print-head-cleaning" cycles.

I need help, I changes the cartridge and printer doesn't print anymore!

I have to ask this question of you, just to make sure this is not an issue. Are you using a factory new ink or toner cartridge?
Please consider the following:
If you are using a refilled or third party cartridges that may well be your problem. Most manufacturers build logic into their products to prevent the use of “Other Equipment Manufactured” cartridges as well as re-filled cartridges.
They do this to prevent problems from contaminated inks or toner causing problems with print quality or damaging the physical printhead or photo conductors.
If you are using factory new ink or toner cartridges, then please call the manufacturer’s Technical Support for assistance with the warranty on the cartridges

Not printing

If you are certain you installed the ink cartridge correctly then it sounds like the cartridge sensor has failed. This is fairly common with inkjet printers, give HP a call, it may still be under warranty:
