Well of course you need to make sure the filters are not blocked up, Skimmer basket etc......I have seen on few occasions the impeller shaft has broken, so the pump runs like it doesn't have a trouble in the world.....but the impeller isn't turning, therefore no water flow.

I have a Hayward Power-Flo LX SP1515-Z2-EBK3 that is being used to pump water through 2-4x8 solar water heater panels. The pump intake is 1 1/2 inch, discharge out is also 1 1/2 inch. The pump is located...

I have a 3/4 hp hayward pumping thru solar panels, too. 1-1/2 discharge thru 50 ft of 2inch pipe, up 12 ft then thru (4) 4x12 panels. Mine is on 115 volts ac.
You have plenty of pump and when you run a pump with low flow, amperage is low. You are not tripping your breakers, it sounds like the pump is overheating. Is it hot to the touch when it shuts down?
Do you have an ammeter so you could check your amps?
What size wire is running the 60 ft to the pump?

I don't have any other ideas to share.

1/2hp Hayward Pump for existing inground pool

you will be fine with the 1/2hp. The Hayward will move quite a bit of water as well. It may not move as much water as the 3/4hp but it's very close and the 1/2hp will cost a little less to operate so if anything, you may just have to run it for one additional hour per day to compensate. You will be surprised how much water a 1/2hp will move. The only issue with smaller pumps is if you have pop-up cleaner heads or a suction driven automatic cleaner such as a kreepy krauly, however, if a 3/4hp will run it, a 1/2hp will run it as well. You can install a larger motor on the super pump but it will not move more water unless you upgrade the impeller as well. Just make sure you don't use a bigger impeller than what the motor is rated for because it will strain the motor and cause it to overheat. Hope this helps.

Does the power flo lx have to be installed below the water level

Yes it does; it is not self-priming and will not work if the pump or the pipe leading to the pump suction is above the water line.

We have a hayward pump and the motor keeps stopping and tripping the circuit breaker. What could it be?

The motor might be too powerful for the line it's on, (usually a pump should be on a somewhat dedicated line) no Ac's running on same breaker.
An extension cord longer then 6ft is also a suspect in not allowing the pump the draw enough power.
The pump may not be drawing enough water, overheating and tripping the breaker, or the motor might have rust on the inside causing the armature not to spin freely, and shut off. (usually motor will make a high pitch noise) while running)
