Make sure you have the driver installed for it (you should be able to see it under Device Manager (right click on 'My Computer' -> 'Properties' choose then choose the 'Hardware' tab and click on 'Device Manager'). If you can't see it then then visit the HP support website and download the drivers for your particular laptop model and operating system (XP, Vist or Win7). The drivers should also install a program for configuring and viewing the picture from your webcam.
You can also check from the Windows Messenger program. Th?s allows video chat so if you go to the options in Messenger and configure 'Video and Mic' then if Video cannot be configured you do not have the driver installed.
Sorry if it's not wholly clear as I'm at work and don't have access to a webcam and messenger to properly give you full instructions but I hope you get the idea.
