As for how yo recover your original homepage, I really don't know wha't Toshiba's URL. You should look it up in your History and redefine it at your browser's option

Have you tried installing the latest Chicony Webcam driver software from your Toshiba product home page?
latest is version 1.7.231.1126
Download it, right click the file - select compatibility tab and check the following settings

then hit ok and install as usual

Open Internet exploier: click Tools under General Tab, see the box for changing home page.

Open your internet explorer

2) Go to >> Tools >> Internet Options >> in the address field type : www.toshiba.com >> Hit Apply - OK

3) Refresh and you will see the Toshiba page like your Home page.
