Probably 5A, but check the label anyway. Most power supplied don't actually output the said wattage. So 400.. probably more like 375.

depends on what else you have got plugged in, I would get a minimun of a 400 watt from a good manufacturer, so you will have a good supply of power over the main rails, most cheap 400 watt supply's cant sustain any where near 400 watts

What you need to be concerned about with Power Supplies is the Wattage (The higher the better) and its "Form-Factor." A Form Factor is the general size and shape of the motherboard. The most commonly used Form Factor is ATX or Mini-ATX. I would reccomend figuring out what size your case is either ATX or Mini-ATX (Baby-ATX sometimes) and you should be able to decided whether the PS is too big. Too small isn't a problem as long as you can screw the unit in tight.

Yes you can replace the old defective power supply with the new atx but the problem is the size. It the size it fit to your computer nothing to worry because power supply now is almost the same output only the wattages changes.

check the size of power supply most are a standard size some from propriety manufacturers are smaller. most are fitted top of case at the back and take up the space across the back about about
6inch wide 4 inch high 6inch deep if yours is this size its standard and most should fit get one that is rated at least 400 to 500 watts
ensure it has at least 6 4pin power sockets floppy power socket and the same motherboard sockets as your old one
