If the wattage rating is less it will definitely go hot. Resistor overheating may be due to leaky capacitors also. If input voltage is higher also this could happen. If the performance of the TV is fine not to worry.
If smoke comes from the resitor, you have to be alert. If you find the TV performance is OK , you can increase the wattage of the resistor, keeping the same resistor value.
Do not flush mount the resistor to the PCB. Mount it at a higher level and solder.
