The consumer is told to refer to the user's guide. Try the Bissell support site: http://www.bissell.com/customer-support/ . There are several models of the Little Green Machine so look at your cleaner to determine the manual that you need. Then search for that model. The model number is on a white label usually on the back of the unit.
Located on the back side of the plastic container in which the formula and water is mixed into has an indicator for the formula and a separate indicator for the water. You should be able to obtain a copy of the manual from the Bissell website.

There are probably 2 ways to get @ the belt, usually there are screws, clips or levers on the bottom side of the bottom plate and once they are removed you should be able to get @ the belt, if not then the top cover should come off and then you should be able to get @ the belt. At this point you should be able to get @ the belt to change it. #2. you can always refer to your Fantom owner’s manual for additional information. It could be the trigger assm could be broken and is not releasing the solution and or water, or the valve under the water solution tank is not releasing the solution. Please check with your owners manual in the trouble shooting manual or if you do not have a manual, call the Hoover factory cust serv and give them the brand name and model # so that they can send you a new owner’s manual. Your local vacuum cleaner dealer should be able to do a diagnosis of the problem and can give you and est of the repair. I have a Bissell Dirt Lifter that has the giant clear store compartment that you supposedly put the water in? Do i mix the soap in with the water in this compartment or is there another location where i add the soap.. We have looked the machine over and see no other place to really put the soap... will it ruin the machine if we just add the soap with the water in the detachable compartment?

According to your description you do mix the water with the Bissell soap in order to dispense the solution onto the spot, it will not ruin the machine if you mix the water and soap together.
