At the top of the lower small panel, use a putty knife to slide between the clips holding panel and pull panel out, bottom of panel has tabs holding to cabinet, you will see long heater box, element slides out

I have a whirlpool gold model number geq9800lw0. I need to know how the thermal fuse and cut off are wired with the heating element. Think I may have gotten some wires mixed up.

They are usually wired in series, the wire comes from the control to the thermal fuse, then from the fuse to the thermostat and then from the thermostat to the heating element, then from the heating element to the control.

How to chk heater element

You did not list a brand or model so I assume you already have access to the heater and the connecting wires. Disconnect the two wires at the heater terminals and (using a simple volt/ohm meter) check for continuity across (through) the element. Depending on the element and your meter, this should read 0 to 10 ohms. Most dyer elements will have temperature limiters (thermal discs) located nearby and at least one of the heater element wires will run to these thermostats. It's always a good idea to disconnect any wiring from these thermostats and check them for continuity also, especially on a Whirlpool product.

2 green flashes. hot water is blazing hot set at 120 degrees.have the energy smart unit model#ee2h50rd045v . what is wrong?

2 green flashes is 'High Water Temp.'
http://waterheatertimer.org/Whirlpool-Energy-Smart-electric.html

Typical energy smart manual:
http://waterheatertimer.org/pdf/Whirlpool-energy-smart-electric-manual.pdf

3 flashes is Temperature Sensor failure.
4 flashes is Upper element
5 flashes is Lower element

Troubleshoot section says:
1) Make sure access doors and insulation are installed.
2) Check elements for resistance of 5-25 ohms (if element has a short in center of element, it might not trip breaker)
http://waterheatertimer.org/How-to-test-water-heater-element.html
3) replace element and reset control system.
Buy ordinary 4500 Watt element from hardware store.
http://waterheatertimer.org/How-to-replace-water-heater-element.html

4) I also suspect the self-diagnostic control box.
Manual says: Repair parts may be ordered through your plumber,
local distributor, home improvement center, or by calling
1-877-817-6750.
You need serial number, product number and model number from label on side of tank.

To check the elements hot water hearter stop heating.whirlpool electric

While the power is off to the water heater it's safe to remove the access panels. Once the elements are exposed a multimeter that is set on the Ohms can be used. The average reading of a good element is around 12 ohms. This can range a few ohms up or down. If you don't get a good reading the element will need to be replaced.
If the water heater has two elements the top element should be checked first. When a Whirlpool heater has two elements and the top goes out this will cause the water heater not to heat at all.
If both elements show they are good it would be recommended to contact the manufacturer. The technical support line for the Whirlpool water heaters is 1-877-817-6750.

you will need to access the heater in the rear area of the freezer compartment and disconnect the heater element and take a continuity test of the element,if this checks good, then in the same area is your defrost timer, unplug the heater from it and hook up a voltmeter and energize the defrost timer manually and see if you have a voltage there

Sounds like a heating element. Those can run pretty cheap and are not hard to replace.
