Are you sure it's plugged in and if so, is it plugged into a live socket?

unplug from wall then spray it with WD-40 then keep tapping it till it's free..

My polti 2300 vaporetta is heating the water but not getting up to steam, could the problem be the safety cap?

There maybe a broken switch or the motor may be burnt out. Take it to a used vacuum store and they will give you sound advice.

There is a high possibility that the boiler has build up of minerals and requires cleaning. I suggest using a product called KalStop to remove the calcium buildup that is cause by leaving water in the tank for long period of time.

I suggest using KalStop to remove the calcium and minerals built up in the machine. Polti has built the machines to stop working when there is too much calcium in the boiler to prevent further damage.
