hello. go to menu, settings, connections tab, operator settings and select at&t from the drop down menu. then press ok.

Do you live by any cell phone towers? If you live closer to say another city (or the outskirts of your city) your phone may be more susceptible to roam. It's probably where you live (unless this happens everywhere), if that is the case I'm not to sure.
