Sounds like you need a new keyboard. If its a laptop they can be found by searching ebay or google the model and then "Replacement Parts" or "Replacement Keyboard".

If its a desktop, you need to purchase a new keyboard from a store or online.

Hope This Helps

How do I access the question mark

All you have to do is hold the SHIFT key down and then press the BACKSLASH (/) key. This should allow you to access your question mark character.

Here is a link to an image of an ACER Keyboard:

Just use your mouse to click on the link, which is the underlined and highlighted text just above. This will open a new web browser page automatically for you and allow you to view the information and items at the website indicated.

You can see the QUESTION MARK / BACKSLASH key near the lower right hand corner of the keyboard in that image.

I hope that was helpful to you, good luck and take care.

When I press shift and the question mark key I only have access to the É and the + key when I press the Fn key. How do i get the question mark working

You have likely changed the language setting on your keyboard. Typically you can change the language setting by pushing ctrl+shift. Most computers are set up for 3 languages, so you should try cycling through all three languages to get your keyboard working.

If this does not work, this site tells you how to change your language setting: http://support.microsoft.com/kb/258824

I NEED A MANUAL TO SHOW HOW TO GET MULTIFUNCTION KEYS TO WORK. FOR EXAMPLE HOW DO I GET THE ALTERNATE USE OF THE "NUMERIC 6 "KEY ie THE" QUESTION MARK" FUNCTION

You must have a different keyboard selected other than the standard US keyboard My numeral 6 has ^ on it and the numeric keypad 6 has a right arrow. One generally uses the SHIFT key to access symbols that are written above the main alpha or numeric key. The numeric keypad on side of PC has a button labeled key marked NUMLOCK that is engaged to allow use of the numerals as a calculator or to also be inserted into text.

In the picture above the key is white but most of them are black. There are 2 shift keys at either ends of the keyboard with the trade mark up arrows on them.
