Monitor won't power on.

Just a question will a monitor's light come on just plugged into the electrical outlet without being hooked up to a pc or does it have to be installed to a pc to turn on?

It depends on the monitor, but usually a monitor's power light will come on if it is plugged into the mains. All the monitors I've used will power up to orange light with just the power supply, then once a signal is received from an active PC the light will change color to green.
All the monitors I've used can also be powered off and on with either a touch switch, toggle switch or push switch though, and if the switch is set wrongly then the power light may not come on.
