You can call the service provider and get latest speed plan.To increase current DSL internet speed you can install latest browser ,latest anti virus software, enable firewall protection. You can also reset the modem or router daily twice.Visit the site Scanmyspeed.com check the speed of the internet in Mbps and MBps.
Well, u can exchange with other model whether the issue will occur or not. If yes, then definitely is the line problem where u need to check with your ISP. If u do not has other modem to test, then u probably need to access your modem and look for the line/modem status.
In most cases Vista will "discover" your hardware and apply the correct drivers. It is never a bad idea to visit the manufacturer's site to see if they have a more current driver than was selected by the Vista install.
This is not a direct link but should get you the latest driver.

Chances are, That when you installed the new software their was a .DLL file that may have been shared by the two, And installing the software may have put the new version on and the modem - Nic card is not working. I am taking it that the model is a DSL Modem, Which really should not need any configuring the DSL provider should be able to tell you if he can PING the WAN port on the DSL Modem when the modem is on, If the Modem Replies back to the ISP / Provider then you do have a connection from the Provider to that box.
The second thing I would do, is Go to start then run and in the open box type this command
netsh winsock reset
Your computer should reboot, If it still does not work then also like above do the following command
netsh int ip reset resetlog.txt
If that does not work, Then you can, Uninstall the Network Card, And or Replace the drivers but the Network Card could be bad. Doesnt happen all too often but does happen
