When the switch control for the double burner is turned to the small burner, the full burner still comes on and only at high. When the large burner is turned on, that too is not adjustable, and remains on high. Is my problem with the burner, or with the switch, or something else?

Thanks for the suggestion. By "ignition switch", I'm assuming you mean burner control. The stove is electric and as far as I know does not have an ignition switch.
If it is the burner control, is it something that just plugs in, or does it require special wiring and an expert technician to install?

It's an ignition switch. don't change the burner cartridge.
