Question about Video Cameras
C:31:22 is a "take-up reel" fault. You may need to take it in to be repaired if the problem persists. The only thing you can try is to leave the camcorder unplugged for at least 10 minutes, and try again. Maybe try another tape to make sure that it is not the tape causing the problem.

SOURCE: My sony camcorder flahses C31:22
Sounds crazy... smack it a few times. Found at:
Whacked it 2 or 3 times on bottom and sides a bit harder than you might burp a baby. And darn it if it didn't work.

Your camcorder has a self-diagnosis display
This function displays the current condition of
your camcorder as a 5-digit code (a combination of
a letter and figures) on the screen. If a 5-digit code
is displayed, check the following code chart. The
last two digits (indicated by ss) will differ
depending on the state of your camcorder.
Look up the error code in you manual

SOURCE: Sony TRV460 error code C31:22
try slapping it at the side of the tape and than maybe push the reset button, it must solve your problem, its probably the little lever inside that tells the camera that there is a tape inside

According to the symptom and self diagnostic system the problem is in mechanical section (tape loading section) Therefore camera just need mechanical adjustment and will work fine again. This problem aries when the insertion of the cassette is improper or forced insertion.
