How did you know that the facility has been blocked by the administrator? what you need to do is download an internet download manager and use a good browser to browse the youtube website, any option from the idm about the video to download will comeup.

I think youtube has gotten rid of urls and its not possible to download videos via youtube downloader. try youtube downloader and also if the user doesnt allow downloads then you cant download it.
