You mean all downloads are disabled by the administrator? If so, there's not much possibility except try with a proxy server (click here for free proxy servers).

I think youtube has gotten rid of urls and its not possible to download videos via youtube downloader. try youtube downloader and also if the user doesnt allow downloads then you cant download it.
