if you are on one account you cant go onto another account. you need to sign out of that account and use your other sign in details to go onto the other. you will find options once you have signed into the other account. if you only have the one account and have been blocked from facebook by facebook you will have to just keep trying to sign in untill they lift the block

2. Are you on a network that isnt blocking social sites like facebook?

4. If you can't sign up on existing emails, you could always create a new e-mail address on gmail or yahoo or similar and sign up a new facebook account with that one.
go to the internet type in on the address bar facebook.com and click on sign in or sign up now. then fill up all the required forms and then create a User name and password
They are constantly doing 'maintenance', I get that message a few times a day. You shouldn't need to set up a new account, just keep trying to login. You'll get there eventually.
