There is an advetistment like this i dont know whethe you have the advert or something else, thats a pop up, just close that window. dont click anythng inside that window, be safe.
But this problem does happen every so often and seems to just go away after a short while if you turn it off for a couple of days and then turn it back on.
At the top of your IE, click Tools and then move your mouse over Manage Addons and then select Enable or Disable Addons.
This will bring up a list of both your Enabled and Disabled addons, just scroll to the bottom and you will see Norton Confidential Tool Bar, disable it and leave it that way for a day or two and then just re-enable it.
You can try just disabling it, rebooting the computer and then turning it back on but it may need a day or two. It's something with Nortons that causes the issue and it's has nothing to do ith something you might have done.
The Fraud Monitoring actively checks every web page you go to against Nortons database of known phishing and hacker sites and also checks them against known good sites to help detect when you might be on a website that does not belong to the company it says it does.
This means there can be issues on Nortons end that makes the addon think something is wrong that is why the problem seems to just fix it's self. I run into it only once or twice a year and it's not that big of a deal.
First time it happened I spent a ton of time on the phone with customer support and all the do is have uninstall and reinstall Norton and it doesn't fix the problem.
The person on the phone did not even know how to turn it on and off through the Addon Manager and I had to tell him about it because I found it on my own.
You are not any less secure from viruses with the addon turned off, it just won't be able to check the web sites you visit against their database of known phishing/hacker websites but Norton will still protect you from Viruses and hack attemps.
Any time you accidently end up on a bad site, and it happens to everyone any time the mis-type a web address, you can click on the Options tab to the Right of the Fraud Monitoring status and report a site as bad to have norton investigate it.
More then once the addon has locked down my internet access because I accidently mis-typed a web address and was taken to a hacking site.
The site was in their database so the monitor recognized it, shut off the internet access, prompted me to close IE and run a scan to make sure nothing got through.
Nothing have has gotten through but it's nice to have Norton lock down my computer before I am over run by pop ups just because I mis-typed something.
Would be nice if they would make it a crime to register a web address that is similar to normal sites that are nothing but scams.

Ahhh..ok...so your Norton will not initialize? I recommend you simply re install it..

The turn signal switch also sends a separate on-off signal to the Daytime Running Lamps (DRL) control module, which relays the signal to the appropriate front turn signal. The front turn signals are grounded at G101 and G102. The rear turn signals are grounded at G401. The sidemarker lamps are grounded through the corresponding front parklamp.
The sideview mirror turn signals are a bank of LEDs placed behind the mirror glass.
The hazard lamps operate on battery voltage. The HAZARD fuse supplies battery voltage to the turn signal switch. When the hazard switch is pressed, the turn signal switch sends battery voltage to the hazard lamp/turn signal flasher, which sends an on-off signal to the turn signal switch. The turn signal switch send the on-off signal to all the turn signal lamps, causing all the lamps to flash including both IPC turn signal indicators. The hazard lamp/turn signal flasher is grounded at G200.
When the parklamps are ON, the sidemarker lamps receive voltage from the park lamp supply voltage circuit and illuminate. The sidemarker lamp is grounded through the corresponding rear turn signal. When the turn signal switch is place in the left or right hand position, the rear turn signal illuminates and the sidemarker lamp will loose its ground, causing the sidemarker lamp to turn off when the turn signals are on and to illuminate again when the turn signal is off.
Which blub an socket did you replace ? check the other blub ? The switch and or the flasher module can cause this problem .
Replace the turn signal switch. Refer to Multifunction, Turn Signal, and Hazard Switch Replacement - On Vehicle in Steering Wheel and Column.
