It is a hydraulic adjuster that is either plugged with debris from dirty oil or it has worn past it's service limits. The adjusters are located in the tips of the rocker arms. You will need a mechanic to take them out and clean them.
If you do not change your oil filter at recommended intervals, what happens is the filter becomes so clogged with debris that the built in bypass valve opens, allowing oil to pass through unfiltered until the Oil Filter is finally replaced. The first signs of dirty oil is noisy lifters because they have the smallest oil passages and clog easily.
