I have a LG Incite I plugged it in to the charger because it was low and The phone only flashes the Lg logo and will not come on even if its off the charger what can I do?

You may want to try a different battery. If that doesnt work you will need to have the phone replaced.

if you take out your battery, then put the battery back in it should unfreeeze.
