Question about Samsung RB2155SH Bottom Freezer Refrigerator
The freezer thermo fuse is there to prevent the defrost heater to run for too long. The thermistor or the defrost sensor is not giving the correct signal to the controller which keeps running the heater system and then blows the thermo fuse. This would also cause the freezer to stop.
By taking the plug out you reset the controller which then starts operating again as normal until the defrost sensor tells it to stop cooling and start the heater. I know you have gone through a lot of parts already but have you checked if the heater itself is ok.

As you have mention during the defrost cycle you the problem so you need to check the defrost timer and second the defrost heting element, probably this is what is caused the problems also to PCB and if you don't act fast you will probably need another PCB board.
