If the capacitors have blown then it would not cost much to change them all, Capacitors in LCD tv's are a common faulty due to poor chemical compounds used to make them and heat exhaustion, especially with the tvs that have the same chassis. Try changing them all and see if it makes any difference. Vizio or other manufacturers wont say anything as its not under warranty and they dont like people looking inside their tvs :).

Good call checking the fuses first. Next I would try replacing the power-board. If you have a volt-meter you can test it first, but BE CAREFUL as it would require having the TV plugged in.
The power-board is the one with the most large components on it, like transformers (coils of wire) and capacitors (tin-can looking things). The board itself will be much smaller then the main board, and may be the first place the power cord leads to.
The good news is that this is probably the cheapest component in a TV to replace (besides a fuse that is). Check online.

Check to make sure you do have 24vdc feeding the inverter board, there are surface mounted fuses on the inverter bd.
