SOURCE: Packard Bell Easynote R1802 Switch Off When Battery is plugged in

The battery is probably faulty, try a different one. If it does the same thing with a different battery, then must be a short in behind the battery socket on the laptop. In that case better take it to service.

Do you need to manually turn wireless on on laptop?

Yes there is a switch for enabling and disabling wireless on laptops. For Packard Easynote L4 the wireless can be enabled by doing the following actions:
1.press the Fn key (which is in the bottom lefthand corner of the keypad) and press F1(function) key together (Fn + F1)
2. this should enable wireless on your computer.

If the laptop POSTs, meaning you get the little lights flashing and possibly a few beeps, then the problem is likely with the integrated graphics card.

On a few laptops, the graphics car is replaceable, but usually it is integrated into the motherboard and would require an electronics repair person PLUS a replacement graphics card. Not a pretty situation.

Here is the link to the PB site for that laptop.
