If you're trying to enter the BIOS, you can Hit & hold down the ESC, or F1 while the computer starts, and it should beep. You can see if the BIOS see's the hard drive.

Can not get computer to startup in safe mode even when I hit F8, I can go into setup with F2 and F12, but not boot in safe mode.

The approved method for accessing the advanced options menu of Windows is to tap the F8 key rapidly and continuously starting immediately after the initial POST screen fades. That works much better than merely pressing and holding it.

Have you tried to go to Control Panel - Appearance and personalization - Display?
You can try to change the zoom level.
And if you want to restore your computer, try to:

Press F8 or F12 before Windows logo appears, click on the option to boot from a CD/DVD.

How do I know if my boot ste up is correct

If your PC doesn't boot up using the hard drive, you can check that by looking for the F2 or F12 displayed on the screen during boot up. Then start pressing F2 or F12 quickly to get setup.
In setup follow the directions and set your "boot device" to "hard drive"
Hope this is what you needed.

Dell Dimension freezes at startup

Try disconnecting the data cable from the hard drive, then see if you can boot to the Resource CD. If you can, there is a good possibility the Hard Drive is bad.

If no difference, then try disconnecting everything but video, see if the system will boot past the Splash screen. SOmetimes periferal items cause issues
