Just wondering if you ever noticed both of them turning before? It sounds normal to me, unless you have posi-traction, which you could have, but it sounds like you have a slip differential on there, that means one wheel with the least resistance will turn, the other one just sits there. It aids in steering, you won't dig in going around corners. Hope this helps.

The right rear wheel intermittently locks up on my lawnmower when going forward stopping forward movement temporarily, until I move it backwards to "unlock" it. Any ideas?

There is an excellent 3 part video that may help you to fix this problem. Please see the 2nd and 3rd videos:
https://youtu.be/Vk_tpjKlbjM
https://youtu.be/DdiewLxTQDc
Things you can try:
(1) Remove casing over rear wheel drive assembly and perform a test run to assure all parts are moving as expected
(2) Lubricate the shafts with lightweight motor oil where the shaft penetrates into the gear box of each wheel
(3) Remove each rear wheel, inspect gears for damage and free movement. Grease up each drive gear and the shaft.
(4) Inspect gears on each wheel for damage.
(5) If none of the above fixes the problem, try swapping out the front wheels to the rear wheels provided the front wheels can accommodate the gearing on the rear wheels
(6) If this doesn't work try replacing the small gear assembly on the right rear wheel
These steps are illustrated in the videos.
Good luck and hope this helps.

I have a Toro mower made in 5/09 self propel system it grinds when you pull it in reverse. The selp propel is not working. The belt is on. and it seems to be only the left rear wheel? The cable is not...

Yes it is the transmission. A Mower shop will charge you about $225 to fix.. I order parts online and fixed mine for $90. Transmission consist of 3 gears which turns the rear wheels to self-propel.

Variable speed doesn't work troy bilt self propelled lawnmower

Cable could be stretched belt could be worn or old, if it has a gear box maybe it slipped a gear or lost some teeth. Do some investigation, Good Luck

My toro 20016 self propel is only turning the right wheel

Remove the left wheel and check the gears inside the wheel and the drive sheft. They might be worn or sheared and need renewing or maybe they just need oiling. Spray them with WD 40.

Front wheels lock up when pull mower backwards

Typically self-propelled mowers are propelled using the front wheels, which only turn forward. Pulling the mower back while the front wheels are turning will damage the drive gears. It's best to raise the front wheels slightly off the ground before pulling back.

It might be that a cable adjustment is needed to pull the drive wheel/gear into contact with the driven wheel/gear.
