I plan to purchase a laptop that will be going to Mexico. I was told that the Windows XP can transform from English to Spanish for use in Mexico, but I noticed all new laptops come with Vista. Would this be able to be changed during my purchase?

Yes of course u can change just follow these methods
First, you need to install a Spanish keyboard, and turn on the key combo to switch.
Go to Control Panel, Clock Language and Region.
Then click on "Change Keyboard or other Input method". The Regional and Language Options dialogue will appear.
Click on the Keyboards and Languages tab. The Text Services and Input Languages dialogue will appear.
Under Installed Services, press the Add button, and select an appropriate Spanish keyboard (eg Spain, Mexico, US etc).
Press Ok to add the selected Keyboard.
Now click the Advanced Key Settings tab, of the Text Services and Input Languages dialogue. Select a key combination, to alternate between English and Spanish keyboards (Left-Alt, Shift, by default)
Press Ok to accept changes and dismiss the dialogue.
Your Spanish keyboard should now be ready to use, once you press the Alt-Shift combo. this is just the display language settings for full conversion you cannot do u have to buy a spanish version or ask your laptop assembler to put spanish version of vista hope so your problem solves with this solution

I'm confused, you INSTALLED Windows 7 in spanish? Or are you refering to the language settings in Control Panel>Region and Language to English? Go to Control Panel> Region and Language> Formats> change Language.
This question is a bit broad, if you are looking to change the language that the keyboard types in you would go to "start" > "Control Panel" > (From this point the option itself may vary in exact name depending on your operating system) "Change Keyboard / Region Settings"
If you go under region / language you should be able to set everything to english. If however you purchased the computer in a spanish region and spanish is the primary language on the computer, you may have to upgrade your operating system to the "Ultimate" version of whatever windows you may have. From there you can install the language pack that will reset the computer to english.
I would suggest that you get a good Technician to do this : Change your keyboard to an English Keyboard first (If its not English), then let the Technician help you with changing the boot sequence to boot from CDROM (he should be able to find his way to the place if your BIOS is not written in English...through experience). thereafter, let him boot use a Windows CD (English of course) to boot from CDROM, and then install it for you. Then you can also download your necessary drivers from www.laptopdrivers.net. That should solve the problem...because I've actually used a spanish IBM Desktop before also...lol, very long time though, and that was the method I used to change it to WindowsMe back then. You can as well try out all these methods if you know how to find your way through it. Hope this helps. Goodluck!
