If by fouled you mean the plug tip is wet with oil (you would also get a lot of smoke while it's running), the cylinder or rings are damaged and oil is getting by the piston. If the plug is dry and has lots of black soot on it, it's running too rich for your altitude. Most lawn mowers are set to run at about 1000 feet of altitude to work in most areas. If you are well above that your air is thinner and the carb will run rich. Depending on the type of carb you have, you have to adjust the fuel flow needle valve or get smaller jets to meter the gas through the carb.

Hi , it can often be something as simple as the engine needing a oil change as oil looses viscosity/thins with use ( use correct grade ), replace or clean the oil filter and a good service or something more complex which requires a full engine stripdown like worn piston ring/oil scraper ring causing oil to flow up the cylinder walls and fouling the combustion chamber or oil leaking up through the valve stem oil seals , also storing the machine tilted can cause oil to collect in the chamber or petrol to leak into the sump causing the oil to thin.
Hope this helps , please rate accordingly

.30 is the standard for most lawn mower engines...you might check the "engine specifications" in your owner's manual to be sure.

Where is drain plug for oil on Troy bilt Tb230

It does not have a drain plug. You can remove the dip stick and tilt the mower to pour out the oil, or you can use one of those hand pump syphon units to pump it out.

Clean air filter and replace spark plug. If it is wet when you pull it out let it sit and dry out before putting new one in.

Can't find the oil drain plug on Troy Bilt with 5.5 Honda engine

You may want to look under the deck. They sometimes put them there. And if it is a self propelled, you will probably need to remove or loosen the plastic cover that protects the self propelled belt.

You are looking for a nickel sized plug that has a square peg. Use an extension piece for a socket set if you don't have the proper plug removal tool.

ROPE ON MOWER WON'T PULL OUT

I agree, it sounds like the mower is fouled with foliage at the blade. Pull off the spark plug wire and tilt the mower on its side opposite of the carburetor, check the underside of the mower for impacted grass clippings.
